Jeff Dillon
Jeff Dillon is the Ohio Legislative Director for Americans for Prosperity, and has been with the organization since the spring of 2018. AFP – Ohio engages with grassroots activists around the state to advance public policy that aims to break barriers, in the many forms they can take, and to defend individual rights and liberties. During the 133rd General Assembly, AFP – Ohio successfully championed several significant criminal justice reforms as part of a broad, ideologically diverse coalition.
Prior to joining AFP – Ohio, Jeff was honored to serve the people of Ohio as Legislative Aide to former State Representative Jim Butler, and clerked the House Judiciary Committee during the 130th and 131st General Assemblies, as well as the House Civil Justice Committee for a portion of the 132nd General Assembly.
Jeff is a graduate of The University of Findlay, and treasures his family ties to Northwest Ohio and to his native Minnesota. He and his wife live in the heart of downtown Columbus, and are proud to make their home in the Buckeye State.
Holly Gross
Holly Gross is Vice President of Government Relations for the Columbus Chamber of Commerce, where she leads the organization’s advocacy efforts at the local, state, and federal levels of government. She is an attorney and a graduate of The Ohio State University and Capital University Law School and is a licensed attorney. Prior to joining the Chamber, Holly represented the State’s retail industry before the Ohio General Assembly as Legislative Counsel for the Ohio Council of Retail Merchants, where she focused on legislative issues pertaining to labor and employment, alcohol and gaming, economic and workforce development, and the automotive industry. Her previous experience also includes Executive Director of the Ohio Association of Convenience Stores and the Ohio Tire and Automotive Association, and Legislative Aide for the Ohio House of Representatives.
Ruth McNeil
Ruth is a community relations network professional and government servant leader. She comes to CCV following a successful tenure as Community Relations Director in the office of Franklin County Auditor Clarence Mingo. There she was responsible for employee and community engagement as well as managing the office’s brand marketing communications.
Prior to being recruited to the Auditor’s office, Ruth worked in the Government Law Group at the corporate law firm Ice Miller, LLP where she partnered with a bipartisan team of government relation professionals providing advocacy for corporate clients with government procurement; economic development projects; and legislative and regulatory issues.
During Ohio Governor Bob Taft’s administration, Ruth served in the office of Faith Based and Community Initiatives managing the state’s Compassion Capital Project building capacity for community-serving non-profit organizations. In the office of U.S. Congresswoman Deborah Pryce, Ruth was the Community Outreach Coordinator engaging and building partnership collaborations with community stakeholders.
Ruth has been recognized with awards from community non-profits Wright Choice, Inc., Upper Arlington Chamber of Commerce and New Directions Career Center for her community partner relations, was elected to lead the Columbus NAACP as president and served in ministry leadership at her former church. She earned her undergraduate degree in Communications from Denison University, Paralegal certification from Capital University Law School and certificate in public and non-profit leadership from the John Glenn College of Public Affairs at The Ohio State University.
Ruth supports healthy communities, promotes good government and reinforces principles of character, ethics and integrity in her lifestyle. She is the mother of two young adult daughters, and mentors and disciples women in their faith walk. She lives in Upper Arlington, Ohio and is a member of Columbus Christian Center Church.
Gary Mohr
Gary Mohr is widely recognized as Ohio’s leading expert on corrections and rehabilitation. Mohr has worked with inmates at every stage of rehabilitation, served as Warden at the Ross Correctional Facility, started a consulting firm that helps inmates find jobs after incarceration, and served as Ohio’s cabinet-level director of Rehabilitation and Correction. With a career that spans five decades, Mohr has fought to reduce the prison population, reform the criminal justice system, expand mental health care, and help inmates successfully re-enter the workforce.
